Should You Paint Directly Over Mould?
It is not recommended to simply paint over heavy mould growth.

What If the Ceiling Is Peeling or Damaged?
Not every damaged toilet ceiling can be solved by painting.
If you notice loose concrete, spalling concrete, exposed reinforcement bars, major cracks or significant water damage, the ceiling may require repair before painting.
For example, spalling concrete involves deterioration of the concrete around the steel reinforcement. In such cases, the loose concrete needs to be removed and the exposed reinforcement treated before the area is repaired and painted.
Likewise, if there is an active water leak, the source of the leak should be resolved before repainting. Otherwise, the newly painted ceiling may become stained or damaged again.
